Not sure if you can call this a case of "we've been heard." This is a pretty obvious thing that they'd put it no matter how many threads are made on the subject, and they've finally managed to task it internally.

When it became clear that players were afraid to buy stuff because there were no transfers it was obvious they had to quickly move forward with whatever transfer plan they were working on.

You haven't been heard. EU have been complaining for ages about the lag, still isn't fixed. Transfers are just a basic money grabbing option

They are working hard on Miller and the other servers with issues. Just one of the side effects of an MMO launch :(
