Basically, something is messed up with particles. He suggests:

If you want to stop this for now - go to UserOptions.ini and set

ParticleQuality=0
ParticleLOD=0

So a temporary work around rather than a fix.

I am just uploading another video of stutter showing clearly the issue. When that upload finishes will try this out and report back
