Outfits really need 2 more ranks at least.
5 ranks suck. Obviously 1 is gonna be used for Leader, another for Officers and another for recruits/inactives. Leaves 2 intermediate ranks which is insufficient.
Means leaders can only ever offer two guaranteed promotions, once to private and once to Member. Obviously Officer rank can't be a guaranteed promotion for all.
So 2 more ranks ideally, both could be used as extra intermediate ranks or one to split recruit/inactive and the other as an intermediate.

I've found that During my old outfit, the NC Seals, that I had 5 positions that could not be utilized effectively. I needed at the LEAST 3 more ranks/positions. And they would be:
1. The Leader position (have).
2. The Co-leader(s) position(s) (have).
3. The equivalent of a Company Commander(s) (have).
4. The equivalent of a Platoon Commander(s) (have).
5. The equivalent of a Platoon Sergeant(s) (have).
6. The equivalent of a Squad Leader(s) (need).
7. The equivalent of an Assistant Squad Leader(s) (need).
8. The equivalent of a Squad Member(s) (need).
The current system allows you to setup multiple people with the same rank. This includes the "leader" rank.
In the first example you could just rename the "leader" rank to "officer" and give everyone the same privaleges.

This is true, but for the more militar-dedicated outfits like First Cav was, there have been complaints about not having enough ranks in the outfit in-game, so they just go on to the clan website and do the ranks in there...

imo
default 6
Then have certs awarded for outfitpoints 1cert per 100,000 outfit points, have unlocking 2 additional ranks cost 50certs up to a maximum of 20 ranks.
I think 20 ranks would be a sweet spot for those outfits that field 3 separate dedicated squads (air/ground/armour) giving 5 ranks to each division leaving 5 left for leadership/command use

It would be a good use of outfit points allowing something meaningful for everything we do

They should provide more than enough. To me its easier to not use all the ranks rather than wish you had some extra. Of course they could charge extra for more...

Yeah I actually agree with this. We need more outfit ranks. Even with our relatively small outfit 5 ranks isn't near enough.

Failing something better being implemented, I agree, more ranks would be good.
In Eve-Online you can assign titles which have completely customizeable privileges within the corporation, you can assign the predefined title (and all that comes with it) and there are also freeform titles that can just be put on.
While there is no shared asset management in PS2, there are organizational things that would be of value to delegate, if desired.
For example, if you have a larger outfit, you could have a certain squad set so that people with a specific outfit title (or tag) are the only ones able to join it. Or maybe that squad is a selective recruitment squad and anybody with the right tag could auto invite potential recruits without going through the SL.
I think from a squad mgmt perspective tags could be useful, if there are ever systems in place where there are pooled resources in play, delegating rights (and restricting them) will be very important.

When I just looked at this rank system today I couldn't believe that I couldn't make more ranks. Totally ruined it.

Didn't they once say you'd be able to make as many as you'd want?

Damn the micropayment has got to some of us.
We should not be paying or investing for basic features that should be in the game in the first place!
A few more ranks would be nice.
In fact anything to manage players, outfit, platoon, alliance, leader - is getting essential.
Why sony settle on voice comms for /leader I'll never know.
Great idea - actual usage is dire.
