Is it okay to farm certs by going to locations with no action (way deep in e.g vanu territory) and just hack stuff, destroy canons, charge generators and whatnot. There is no allies or enemeys there, you just farm certs. Is that ok?

If you're asking if you're doing something wrong, no you're not. But it's not efficient at all.
The trading of expeirence is different though, don't have some buddy repair the cannon so you can destroy it again, etc. That's not legit.

Actually done right the xp is good - but there pretty much only one way that effective.
It can get boring fast though. I havent done it a month or 2 but I tried it for a while.

With boosts repairing turrets is pretty good. After a large facility base cap, most people run off leaving every turret in the base destroyed. With my boosts I get around 1.2certs per turret, so as a F2P player you could expect about 1 cert per 2 turrets, repairing a base that has 50+ turrets can net you some very easy and quick EXP (average 40 certs for 20mins work). It is boring but if you need that last few certs for an upgrade its a quick easy way to get it.
Also remember anything that has had friendly fire doesnt give exp. So no BF2 medic stat padding lol.

Ya. Nothing against the rules. That's not considered stat-padding or boosting.

Just don't put an engy turret in the pain field next to an enemy spawn and repair it. That's stat padding.

As long as you're not in a platoon that's trying to get something done it's fine.
Sometimes it's fun to just go behind enemy lines and break all their shit.

This can be rather annoying. Especially when half of your vehicles spend their time destroying every unmanned gun in sight rather than helping the push.

Not necessarily a bad thing given the havoc a single enemy can do if they manage to man a turret BEHIND an enemy advancing column.
