Extra long name length?

Is it against any rules for people to have names longer than 12 characters? Cause I thought that was the limit. Or is there a way you can increase it...I saw a rank 20 or something have like a 16 letter name and I forget the other ones but i've seen it about 3 or 4 times
And I mean in-game not the forums

I thought the limit was 32chars but in the past I've reported hackers with more than 32.
