Is it forbidden or just frowned upon in game?
Just interested, we saw enemy troops on map on furthest base both behind the frontline and our warpgate and went to investigate... found this guy:

He teamkilled me immediately so i thought i'd check his stats and what do you know, he's been headshotted by the same infiltrator (whos on his friendslist) over and over again... and the guy has hardly any kills, mostly deaths by enemies/suicides...

Stat padding/boosting is against the rules. As such make sure to report anyone you find doing this.
Speaking of rules.
Do not accuse specific players of cheating. This is a customer service issue and should be dealt with in game (with /report) or via SOE Customer Support.
If you wish to have a discussion about stat padding/boosting then you will have to do so without accusing specific players (Yes, even if it's clear as daylight). If you want I can just do a quick clean up, if not then I'll have to close it.

Isn't this the result of the refund from double-buying? Trying to remember how that worked. Some people bought a weapon by itself, and then later on they bought a bundle that had the same weapon in it, and SOE called this a double purchase and refunded with certs instead of SC. So you had some people with astronomical cert numbers.
As far as people making two characters and shooting/rezzing themselves: back in the day they used to suspend/ban these guys. Don't know about now. When I got really bored with the game back in May and just didn't give a shit anymore, I went to an empty base, dropped my engy turret in a pain field next to spawn room, and repped it for like an hour. Got suspended for three days.

Well, i didn't think of it as cheating, just a mild abuse... and since i didn't know if it's against rules, i thought i'd ask.

Those guys are basically taking money out of SOE's pockets.
I remember early on, some fairly prominent players on at least one server were caught and shamed/punished/allowed to keep playing...
But - I wouldn't worry. That example you showed seems like about the most obvious and blatant effort at cheating. If SOE has any kind of detection package that will surely get dealt with. Might not happen today, but a support rep will surely get to it.

Given the extortionate pricing of goods in the in-game shop and lack of double/triple SC sales recently, I could definitely give considerably more fucks about how people choose to play the game.
In other games , including PS1 there would be daft stuff going on, new visuals and whatnot. In PS2 they got players to make the items, and if you wanted any festive stuff you had to buy it.

While your concerns are noteworthy (I find the price of cosmetics absurd)... you're not the one determining if XYZ is against the rules. I was pointing out that I believe SOE considers it a serious violation.

If you find a good enough farm, you can get certs faster than statpadders sniping one guy over and over. Also you lose the respect of everyone on the server if you try and make a name for yourself as a known statpadder.
I'm pretty sure it's a bannable offense, just read SOE's Terms of Service for Planetside 2 and it clearly says that stat-padding is against the rules. I don't know how well GM's enforce these violations, though. Sometimes it takes ages for someone to be banned.

We all aren't super-l33t and there's no reason to care about respect when you're just another n00b in the crowd. I play for entertainment and couldn't give two shits what other people think about me.

You dont have to be "super leet" to rack up the points in a big farm. You might not maintain a great k/d but its pretty easy to earn certs.

A few people on Briggs were banned for stat padding. I think it was 3 or 7 days at first, if they did it again they were threatened with permaban.

They can do whatever they want, I don't give a shit. Every one of my kills is legit and I just goofed around for an hour on an alt the day that I was quitting the game. All my characters are alive and well. My K/D's only ~1.5 or something; if I'm padding, I must be doing a really shitty job. Unlike others, I didn't libfarm and call it skill to hover like a dark cloud over a bunch of defenseless players leaving a spawn, or get in an HE prowler and blast dudes at Vanu Archives all day while a repair bitch with an ammo sundy sits there repairing me.

Statpadding is crossing the line but kill-farming is highly praised in this game. SOE designed this game around KDR, not PTFO, so don't even bother playing the objective. The highest ranked players in this game are farmers, not objective players. Because racking up easy kills is by far the fastest way to level up so you should design your game play around this. Shoot from spawn room, rape with your ZOE max or hop into the Harasser cert tractor is the way to go atm.

First time I came across this was was a little bit surprised at first. We had just captured a facility and I was working my way back to our squad sundy and there was a room with about a dozen players consisting of all medics, all TK'ing then res'ing each other. Needless to say, I walked on by...
Like others have said, it is a sad thing to do.
As for "kill farming..." I've never had the pleasure and I always appear to be a farmee than a farmer LOL

If you want to farm certs, here is (one way) how you can do it:
Grab a UBGL, go to a biolab your faction is attacking with some opposition, switch to LA, jump in the port, fly out the hut and shoot at the hut campers. Rinse and repeat. Did that a couple of times with my tr char (my vanu has no grenade launcher), ~80 kills in like 15-20 minutes. Beats every statpadding, costs no resources (well you can fit in a grenade here and there for extra xp) and most of the time you'll even end up with a positive or ~1 k/d ratio.
Sure, you accomplish jack shit aside from costing the enemy some time for revives, it feels a littlebit cheesy and you see the spawnscreen every 15 seconds, but ohwell.

OR, grab a cloaked flash with a fury, proceed to the bottom of the jump pads at the bio where the enemy sundy is, unleash a few volleys , cloak , change positions, fire again, go get ammo...rinse repeat. You can't go wrong farming sundies as they spawn.

If you revive someone who got teamkilled, it doesn't give you experience.
