Two questions.

1 does the implant offer a 50% bonus to resources in addition to the xp bonus.

2 Do you get the weapons for all 3 empires or just for the character you are logged into when you buy it.

I bought it on the website for cash, rather than SC.

I got the golden weapons and other weapons for ALL empires.
I only got the boost on my main character and that also states "xp bonus" only in tooltip.

When I bought alphasquad it applied to all characters and included resource bonus (it also stated resource bonus in tooltip, as I haven't used it on other empire characters yet, as I do not play them).

The boost will only be available for 1 character (and whoever you apply it to will be that character), but all the other stuff should apply across the account.

As mentioned the boost is one character XP only as they are trying to remove resource boosts due to upcoming changes to how resources work. You do in fact get all the weapons for every faction as well.

I don't understand the "whoever you apply it to" thing, as I haven't used mine and it is only available to my main. There is no option to apply it to any other characters.
