Hmmm... I think I need to seek advice.
I've had certs refunded because the Nanoweave certs have been removed from my characters.
So I am wondering what I am best reinvesting my refunded certs into.
I could just cert up my Nanoweave again, but by the sounds of it, it's not as simple as that and I need to do some serious thinking.
One thing for sure, I won't bother with my LA and HA certs for now, because I hardly use those classes.
So, what are the options, and why?

I have 2 options now that NW is no longer more or less forced. Flak and shield recharge.
Flak is good for most areas where you have a lot of things that go boom. Vehicle driver, MAX bitch, or in spamable areas that don't lock vehicles out.
Shield recharge is goo for almost anything that wont kill you outright. If you find that you tend to not take much HP damage in most fights a faster shield should work wonders. Does great with a cloaker that has no time to sit exposed waiting for a shield to regen.
I can't say about the other things as I don't use them.

Munitions Pouch for my Heavy = 8 rockets, Fuck you aircraft!!.
Flak for my Engineer = Repair tanks with less concern for incoming explosives.
Grenade Bandolier for my Medic = ALL THE REVIVE GRENADE XP!!!
Adrenaline Pump on LA = Gotta go fast and bullets to slow!
Ammunition Belt for my Infiltrator = Less time dancing between Snipers nest and the nearest resupply.
Nanite Auto for the MAX = Fuck you lazy Engineers, I don't need you!
That's where my certs refund were divided into...

i've gotten my outfits SL to up their bacon skills (spawnbeacon)
with the changes in deployments we use that a lot more now.
even with the upcoming nerf- it's still the most important cert line for units

I had full NW on my Medic but I don't think I'll be recerting back into it.
Considering I have my HP regen maxed, the shield capacitor looks to be more interesting to increase survivability.
On the other hand, having recently unlocked revive grenades, the extra grenade is also very appealing.
At the end of the day, I tend to be more conservative in my approach when playing Medic. I'm all about the support, even if AR's are pretty good for killing stuff. There are plenty of people to take care of business in that respect.

If you most often die as a result of small arms fire - get nano weave.
If you most often die as a result of explosives get flak armor - or learn to play smarter.
Probably Flak armour, if Nanoweave helped resist headshots (because we all have helmets, lots and lots and lots of helmets which do NOTHING /sigh) then it would still be the default for most classes but it doesn't. Also its fairly heavily dependent on if you are solo playing or working with say an organized platoon/squad outfit.
This would be my choice if I was squad playing.
Medic = grenade bandolier (+3 rez nades is imba)
Engi = Flak (Max/vehicle/turret repairs all attract explosives)
HA = Flak/Grenade Bandolier 4xConc/AV nade (nano no longer stacks with resist)
MAX = Kinetic for indoor, Flak for outdoor ie non-infantry (auto regen if solo)
LA = Dependent on situation, flashbangs are crap. Probably flak or Nano.
Infil = Maybe grenade bandolier for 4x EMP nades. I don't play infil much myself but as a squad leader its a powerful grenade to use in squad vs squad play.
These are only rough suggestions, depends on the situation you are expected to fight.

Is flak actually useful now with this patch? I've had maxed NW and flak on my heavy for a while and even with flak almost every explosion 1 shot me so I just never used it

80% of the damage reductions and resist changes are supposed to make flak viable for infantry.

For my faster moving classes I went with the advanced shield capacitor. That seems to be the logical step. For my medic, engineer, and heavy assault I just put back on nanoweave as the overall damage reduction is kind of necessary if you can't move around as fast.

Got nanoweaver back to all classes, I was in a hurry to spend 15k certs.
Also got shield capacitator to the medic
Ammo ponch for light assault.
Flak for eng.
Shield for infiltrator.
Adrenaline pump for light
Missel ponch for heavy
And I plan to get grenade punch for the medic.

I only had nano on my CQC cloaker, and I don't see a reason not to get it again. Rarely get headshot at that range (and panic level), so I doubt the nerf will make much of a difference.

Start aiming for the head.
With all weapon but shotguns.
You will see the diference.
Since I started doing that, my k/d went very high.
It is the only way to make the sabr-13 effective at close range, but should be done with all weapons, maybe not the Cycler TRV because of the first shot multiplayer, but I am doing it with almost all of them.

I went back into nano but not fully certed and certed up the flak so both are on a par and will see how they fair against each other before deciding which to fully cert.

Heavy and medic - Going ASC. I'm an aggressive player, this will give me quicker turn around time. It will also help if we're holding down a point in ops and are getting sieged by defenders of the base. Can't tell you how many times I couldn't regenerate my shield because of spam.
Engi - Flack for vehicles and Flack or ASC for max/squad play (further testing needed but leaning ASC)
Sniper - ASC for solo, ASC or utility pouch for squad play (darts OP).
LA - ASC. It fits the harasive game style well.
Wow should have just said ASC haha! Only other time I'd go flack may be in open ground pushes with lots of vehicles. Even then I think ASC would be more viable allot of times. Flack isn't to relevant if your engaging infantry and the quicker shield regen may help you recover from splash damage where flack may not. An extra 4 seconds can be an eternity when your trying to evad the next voly of splash damage that may reset your shield recharge. If you can't recover your shield then the splash damage will slowly waddle your hp away. An evasive ASC player could possibly outlive an equally evasive flack player. I don't make those open pushes often though so ill leave it to some one else to determine which is more viable.

I re-certed nano for a few builds and certed up other suit slot upgrades elsewhere.

I've gone for re-certing my NW for my three main classes (Medic/Engi/Ifil) and I've also certed up my Flak too, although I've not used it yet.
I am still in the process of learning this vast game, which includes when to use what, where and why... I've no idea what the ASC does yet but I'll read up about it on the Wiki here. Sounds like I could be missing out on something.

It reduces the time before which your shields begin to regenerate.

I actually used mine to finish off the Engineer tool, max my shield recharge for my HA and add another ammo capacity to the Titan-150 AP.

Put all certs into Vanguard anti tank canon reload speed. Did I waste 700 certs? Becaus I could speed it up like 0.2 seconds.
Though those 0.2 per short stack up when I fight one on one against aother tank. If I need to fire 4 shots to kill it I save almost a second on reloads. Not bad.

Ended up with
Engine and medic - flak
Infil, HA - Nano
Ran out for LA, but I don't play that class much anyways.
The rest was thrown into things like revive nades
