Just saw Higby tweet this below.
"Next game I work on I want to have a much richer backstory, sense of place & raison d'etre."
I think it's interesting because it kind of reveals where his mind is. I mean a) he's thinking of something lack is lacking in ps2 that he can't address and b) he's thinking about what comes next for him - not that it means he's moving elsewhere or anything just yet.
Still, I thought it interesting.

Higby should leave SOE and form his own studio of awesomeness. I don't really blame him for PS2 being fucked. I blame Smed.

1) Perhaps frustration/venting because the PS2 team is being picked apart and/or leaving. The last one to be poached by H1Z1 is the guy prototyping the future Battle Islands.
(Remember this?) http://www.planetside-universe.com/showthread.php?t=58093
2) Secondly, to me, this is further proof, that in general, PS2 devs are more into PvE than PvP.
Players are the lore. They just need to build mechanics around the players so players will interact. Which mean no No-Deploy-Zone which inhibits player interactions .
Nuc was Waterson lore. Odam, Zaps, Xoo etc.
Now, in Emerald, it's GOKU, AT, AC, DA, AOD, etc.
These are all NC enemies. They give the content.
It's an open world pvp game not pve. I guess the Vanu redeploy masters are not playing atm. NC and VS has been going back and forth this past week (sans alert) without that flimsy and silly redeploy 'meta'.
Yesterday it was Highlands and north Allatum on Indar. Neither side can take the bases, so the fight went somewhere. The rest who remained just search for knife wielding infiltrators who are streaming from all sides.
Lastly, the guy PS2 recently lost to H1Z1 actually gets it:

Now, he's going to carry over that important pvp philosophy to H1Z1 instead of PS2.

Yeah too bad there is no place for lore in this game... and it's not like we suggested adding exactly that kind of stuff with sanctuaries and a general more immersive world building allready back in early beta...ffffss.
Considering he is the fucking creative director of this project and there is a whole crapton of possibilities for a compelling backstory in PS, this statement seems like a (Totally deserved and welcome) stab at his moronic superiors who ordered the dev team to rush this thing out asap no matter how bland it ends up being.
I mean it's the only logical explanation for a statement like that. Otherwise he's basically saying "I wish i would have done my work as a creative director". And in that case i would have to reply "Fuck you mate".

Well not necessarily, maybe he's saying the last game I did (ps2) didn't need an extensive lore but I'd like in future to do a game that does.
I don't think we can read as much into this as some people have in reddit, all I think we can say is that he's thinking about the next project - which may be next week or next year or the year after, we can't know.
All I'll say is that when I was working on projects all I'd be thinking about was the project, the project, the project and then at some point my thoughts would drift towards whatever would come next.
Maybe what set him off was TRay moving on, when someone else who was intrinsic to what you were doing does that it can unsettle you.

Ya'll are reading wayyy too much into what he said. Like how Ring put it, PS2 might not need much lore, but lore has its place and it can be a lot of fun to work with for a change of pace.

I had thought there might have been lore in PS2 much like how there was scannable lore and background information in Metroid Prime.
But most of the bases - even those that get supposed sites named after events don't get in-game lore. In fact, PS1 had more in game lore what with the monolithes...
