Cert Questions

First of all I'd like to thank all you beta guys for taking time out from playing the game to answer our questions about the game. Second of all, I have some questions about the cert system:
1.) How many certs do you start out with/gain per BR?
2.) How many Cert points will the different certs cost?
3.) Do certain certs have requisets (aside from things like advanced hacking/medical, I am pretty sure they have prerequisets)
