There is an "alliance" chat channel that we dont know the purpose of yet, thats probably what you mean.

If its like DAoC - and from reading the manual it sounds like it is - Alliances are formed by outfits wanting to work together. It allows Alliance members to communicate back and forth like u would to just your outfit.
