Some guys on beta forums think 5:30 est or 8:30 est. Don't know why or where they came up with the numbers but that's what I've been exposed too

EDIT: They figure that is the set time for reset of forums and in like they guess for servers. You can read it under general chat with the title 'time for reset'.

The servers are down for a lot of people right now so they may be doing it now. I hope so. :)

everything, all the bases will go neutral, but will have full power.

Hmm, maybe the decided time was not acted upon due to unforseen logistical circumstances...aka...not one open beta tester receiving the game. This was the whole reason for the reset, ...I think?
