Getting an avatar

I'm wondering how I can get an avatar and a signature from scratch (i.e I don't even have a pic to go in) and who can and can't have one. (I think I read somewhere that there are restrictions on who can and cant have avatars)
Also, I've read that u need 20+ posts to get one so where can we view how many we've done.
