They're balanced. Most TR MAX users don't bolt down until they're in a spot like the two in that screen are (they're facing the only entrance leading into the control console room of a Technology Plant). The lack of mobility and the moment that it takes to lock/unlock the legs makes it impractical for most combat situations from what I've seen (MAX vets correct me if I'm wrong).
