With my new computer set up coming soon I was wondering what the quality of the picture of a DvD would look like on a 21inch CRT Sony Monitor with a 9700 ATI Pro vid card(if that even matters)?

If you're on the right resolution and don't F with the aspect ratio it will definately look better on your PC. Non-high def TVs have a max resolution of less than 640x480. Your monitor will blow away even the highest res high defenition TVs.

Well, it does depend on how good the quality of the DVD itself is. But yes, a well-produced DVD paired with a good monitor and a R300-based graphics card (since the R300 has special processing routines for video) will bury all but the most advanced TVs.
