Will I be able to play this game and will i need to turn ever thing to low on the game.

everything is fine except that video card, go for one that has at least 64 MB of Ram

I'd recommend a 128Mb video card, and it should be ok for low details. For medium or high settings, more Ram would be welcome.
I realise you won't get additionnal hardware for free, but if you think about playing PS with the monthly fee, I assume money isn't too much of a problem.
