New Launchpad.exe file

Servers are still down but there have added 1.40 launchpad so update now. Also the Dev server went down so apparently they are done testing.

The biggest thing I took from the new Launchpad.exe file is we now have the word "Training" below the "Play" button. Hopefully we are 1 or 2 steps closer to offline training being implemented.

At least we'll have something to do while the servers are down :D

I saw that the 1st load screen is slightly nicer along the edges, and the chat button is moved along with the training thing there.... just hope it works better!
