heres an option that might work, needs to be tweaked:
You can get 5 levels of bases *(6, you start out at level 0)
For your base to upgrade in level, you must hold it for the following time period.
Level 1 : 30 minutes
Level 2 : 60 minutes
Level 3 : 120 mins
Level 4 : 300 mins
Level 5 : 600 mins
Capturing Bases will yield the following pts
Level 1 : 300
Level 2 : 500
Level 3 : 1000
Level 4 : 2000
Level 5 : 5000
If you own a base and hold it, you get different rates of pts continuously for each level
Level 1 : 5 per minute 300 - hour
Level 2 : 10 per minute 600 - hour
Level 3 : 25 per minute 1500- hour
Level 4 : 50 per minute 3000- hour
Level 5 : 100 p. minute 6000- hour
in C+C Generals, you go up in rank as you kill more enemies and this opens up new options for you to build other vehicles and new technologies and basically you get more "money" as time goes on (resource gatherers get you resources at a
consistant rate unless you have more of them)
This idea is very parallel to that and so i think it could actually work.
the "money" here would be the pts earned from the bases, And Ranks are like Base Levels each time a base progresses in Level, new options could open up such as
Level 1: Basic Anti Tank Wall Turret, Basic Anti Aircraft Wall Turret
Level 2: Pillbox, Bunker, Reinforced Doors
Level 3: New Equipment Station, Upgraded Anti Tank Turret, Upgraded Anti Aircraft Turret, spy satelite
Level 4: Upgraded Sensor for increased SOI, Patriot Missile Site, Dual Anti Tank Turret, upgraded NTU core for efficiency
Level 5: New Vehicle Terminal, Garage, Expanded Bunker/Pillbox, orbital missle strike
These would all be bought by the Pts that the base generates from being held.
Maybe pts should be limited to being spent at the base that they were earned from, and the highest ranking officer there could spend them. This could prevent Empires from building only one stronghold using all the pts being earned everywhere.
Many more options could come into play such as upgraded equipment for people resupplying at that base and many other things!
A total points earned database could keep track of which empire has earned the most points
A current rate of pts being earned from all the bases could show which empire has the upper hand at that time.
