I wish. The alliance chat option is there, but I don't think there is a way of creating them yet. Correct me if I'm wrong please :/

This is allianced between outfits in an empire, not between empires.

I hope that tehy implement it soon, becuase that would be a great way to bring groups of outfits into the game A LOT easeir than form otuside it. It will be cool.
