Have they said whether there is going to be some kind of select player representatives that they will confer with when making these changes or is it going to be a majority mass vote thing?

No, don't think so. Would be cool if they had a play test server for these sorts of things.

No, they have not.

I suggested elsewhere that they poll only the subscribers, or poll everyone and give subscribers' votes more weight.

What they'll actually do? No tellin'.
