if you follow the lore it came into effect after the fleet went through the wormhole and then continued after we landed on the planet and build the cities. this is partially what sparked the revolution.

Also I'm not sure how the supersmarts VS do it but usually curfews put in place by the TR are for the NC & VS and the standard curfew on Auraxis is (however long the Auraxian day/night cycle ) with orders to shoot curfew breakers on sight.
