That would be my guess as well.

Looks like its designed to show up on your player page only because even the decals we have now display inconsistently.
Cant see them adding those as well until they get the display of the current batch working properly.
Might tie into the Daily Medals/Achievements.

This may be true, but it would still be nice to have on your armour. Hell, even if they only put it on the player database armour. E.G.: On the player database, show your most played class with the most played weapon with that class, but with stock everything else, and have the ribbons show up on it (yes, they're called ribbons, look it up). Or, if anything, have the player in it's faction-specific dress uniform (military people will know what I'm talking about) so that way, we get to see the medals & ribbons AND the player's face since we only see it at the character creation screen.
