Server Crashes/Reboots

I am posting this in the new player questions as it just completely baffles me about a game this good. I am very new to PS2, I have only been playing a couple weeks now, but one thing I have noticed is that the servers are constantly going down. The game itself is either crashing, usually when I switch characters, or SOE is bringing it down for maintenance whenever it suits them.

I am not new to MMO's so I understand this happens, but it seems like it happens a LOT with that game. Is it always like this?

Servers were down a bunch the past few days for game updates.. prior to that they hadn't been down for a while.

As for the crashes to desktop - that's definitely a problem I've noticed especially after last nights hotfix.
