I agree with both sides. I think it's engi deployed. But they deploy it onto a fixed location on a base. That way each empire can have their ES wall turrets. I could assume that there are lesser mannable turrets that can be deployed outside of a base, but I'm not sure.

Edit: But then again, it doesn't really look like the platform its on was a part of the base design. Looks like you can place it on any flat surface maybe?
