Hmm this is tough.
Halflife is definately up there, but so is Halo's Co-op, and Medal of Honor's single player gameplay. BF1942 is the best online game with vehicles, and SoF2 is the best foot only shooter online.

IMO, Mohaa's single player was a huge lie. The game had been promised to deliver frontline WW2 action, but instead, you are almost always by yourself, sleuthing behind enemy lines, that is not what we want to see in a WW2 game. I think Call Of Duty should bring us what Mohaa didn't. But I think the best shooter would have to be Half Life, then RTCW.
