Okie dokie.

Open it with MSPaint

Start>Programs>Accessorys>Paint

Once pic is opened, Image menu > Stretch/Skew


Then you can size it with %'s

Enter the % you want the pic to be in the "stretch" section.

Other programs, you can resize to specific pixels, but I dont think thats possible with ghey Paint.
