Mudflation. The levels got so high, the items so powerful, the bosses/monsters so absurdly "powerful" that they can't keep going for long. When you base a game around the idea of just killing more powerful things to kill even more powerful things and use good items to get even better items you eventually hit a point where you've got people who're half-way to the level cap killing off gods with mid-powered items. Just how much stronger can you make things? How much more powerful can items get? How much more progression can you allow characters to undergo?
So, that, plus the ability to use new design concepts to make the game better from the ground up. For example, the game now has a sort of branching class system where before you picked a class at level 1 and that was it. You can't patch changes like that in. On a very basic level, EQ1 was very much flawed and a sequel would also give them the chance to rework the basic foundations of the game to create a better overall experience. I suspect whenever a Planetside 2 comes out, the aircraft system might be reworked to make aircraft actually behave like aircraft do. At this point though, such a change would require a lot of rebalancing, and the developers would probably rather spend that time making new features and so on, rather than reworking a bad idea that's been in the game for so long that everyone's become accustomed to it already.
