Because during fetal development, there's a period from the point where the egg gets fertilized to the point where the hormone center of the brain releases either huge amounts of testosterone or huge amounts of estrogen, where all non-genital things develop the same - i.e. arms, legs, heads, nipples, two balls.

After the brain gets triggered to release the sex hormones, the balls either stay inside the baby (and it's a female), or drop down outside the body (and it's a male). But up until that point, everything develops equally, so men end up having nipples (just in case the fetus ended up being a female).

The reason there is braille on the drive-up ATM's is because there are shuttle services for blind people that take them around town to run their errands. Someone else drives the van, and the blind person rolls down their window (behind the driver) and does their banking.
