This is correct, you cannot be in multiple empires with one account, so you would need to delete all your char's and switch. Thus starting over

SmokeJumper said you can switch sides, but there will be a significant penalty that prohibits you from doing it every day. He didn't specifically say what that is, however.

He said if there is a imbalance in server population you can defect to the losing side, however there were penalties, and at the moment they doubt you would be able to do it more then twice during the entire existance of your account.

^^ he is right.. you get 4 characters on 1 server.. but those characters can only be the same empire.. when u switch servers, thats when u can switch empires, thus saving your one empire on that other server

Anyone like to speculate on what they think the penalties for defecting would be

Pretty much all i can think of is being reduced to 'level' 1, which doesnt seem like much of a penalty to me ...

Well obviously losing all ties you have on that empire is pretty poor. Also a level decrease may happen, you may have a title that allows peoplet o know you defected for a certain period of time (I mean everyone knows the defectors, they often get shot by both sides for it ), etc.

Basically it is a last ditch effort for population imbalances.

I kinda like that idea....if you choose an empire you stick with it......but if you switch you start over...

Am I to understand that if there are 4 servers; that means I can keep 16 troops? 4 on each server.

Now that I think of it that may be too many.

In just the United States, Dark Ages of Camelot has 20 servers, (16 with regular gameplay rulesets, 1 Co-Operative, 2 PvP, and 1 Test). On a normal day, you will see about 1600-3500 people PER server on at peak time. There will most likely be multiple servers per area, so the number would probably be more like 15 or so in the US.

why would you want 4 servers? I might join 2 random servers to try Vanu and New Con, then go to USA East and play there with whoever i liked. Im still probally gonna be Neo Con, but alot of my friends are going vanu, no harm in trying them before killing them.
