They don't want everybody playing it to have the perfect setup. They want a wide range of rigs, and also peopple that have been in past betas for other games.

You know whats even worse?

Personally knowing someone who got the beta email a week ago and has yet to sign up or download the beta (however they still rub the fact that they got the email in your face).
