Some more clarification via PC Gamer:
Smedley told us via email that the behemoth remains firmly in the concept stage at this point, so it’s unclear if it flies or floats in Auraxis’ skies or waters (or both!). But this isn’t the first time additional vehicles and naval combat appeared on SOE’s drawing board. A blog entry by Smedley detailed several ideas under consideration for expanding PlanetSide 2′s content such as seamlessly linking the three continents by sea, adding water-based combat, and even throwing in a fourth, AI-controlled alien faction.

I thought it was something from EVE at first.. but it says Terran Republic on it.

Indeed, unless they're for fighting submarines... but then why would they have CIWS radomes?

Indeed, "Flagships" like this would really help solidify where the tip of the spear should be, focusing the Zerg into a precise blast of Manpower.

Eerie, I was too...

They were to be called Forward Operations Centers, and they would come in Terrestrial (Think the Mammoth from Halo 4) and Airborne Hovering (I.E. this) types.

Certainly would ruin your day to see an A.H.F.O.C. or T.F.O.C. pull up to your base.
