Aside from possibly the language used in game-generated (as opposed to player communicated) messages, and game manuals being in the appropriate local language, I can't imagine that the european versions will be any different than the american one.
It would be WAAAAAAAAAAAAAAY too much of a pain in the ass for the Devs to keep two seperate code bases going for the multiple versions....also, updating would be highly annoying. What if you were in sweden but wanted to play on a US server, which version would you buy, get patched to, etc...screw that, make the game the same for everyone.
As for server availability...I don't think anything official has been stated about this. If the game itself won't be available for a couple of weeks after US release in Europe, it would give Sony the time to set up the servers there...or you could just play on a US server until a local one became available. It isn't like you would really be tossing away all that much by starting over.
