Your definition of Ghetto is wrong. According to the 'Concise Oxford Dictionary' (the definitive dictionary) a ghetto is

1. A part of a city esp. a slum area, occupied by a minority group or groups

2. hist. the Jewish quarter in a city

3. A segregated group or area

So someone can be from a Ghetto if...
They are in a minority group and live in a city (especially a slum)
so for the US/England: any african-american/african-englishman who lives in a city is 'Ghetto'

A group of people can actually BE GHETTO (correct word) if they are segregated.
