15 is not very much. When I use any AV gun (I'm playin VS primairly now, so Lancer is what I'm using, but I spent a lot of time with the Stryker as well) ammo is always something to conserve. For example, if a max takes more than one lancer clip, it isn't worth it. You can only kill four fully armored maxes with the lancer using the most common loadout (3 AV boxes, 4 primary weapon boxes, 3 health kits) assuming you don't miss any shots (which contrary to popular notion, isn't extremely diffucult except at very long ranges). With the Stryker, You don't even get four maxes using the most common loadout. So of course people are going to look for the most effective way to expend their AV ammo. Because, unless you die a lot, it's easy to expend even 15 stryker rounds on hard targets before you end up dieing.

What happens when you drop an ATV on top of a tower?

I can answer that one for you lonehunter, it deconstructs. I accidentally did this when I dropped out of the galaxy in my basilisk, aiming for the ground and accidentally hit the top of the tower. This was back when i first started playing so I wasn't too good at hot-dropping. I would have loved to run over some of those snipers sitting on top of it with my ATV, but it didn't happen.

strange, cuz when i hotdropped with my harraser i could still drive around on top of tower, but couldnt get off the tower because of the rails.
