Ok, problem solved...

Now on to the next one. My new Radeon 9800 Pro (128MB) has solved my graphic probs.

Will more RAM help with lag? I don't think it will but now that the game is somewhat playable, I'm willing to try and make a go at it.

I have 512 DDR right now.

Indeed more RAM will help alot. Every person I know of who upgraded from 512 to 1gb had a big increase in framerate and playability.

Turning off alot of your textures too helps with your FPS lag and maybe reducing the quality to medium or low. Turn off flora textures too because its a huge FPS killer

Also I have read that the autodetection software is a bit bugged and may not pick up your graphics card memory properly.

To checked go into your machine.ini in the Planetside folder and make sure your "fullres_max_buffer=*" is set to your graphics card memory (so in your case *=128)

I also changed my "max_texture_memory_per_frame=*" to match and noticed a slight increase in performance.
