Ok a quick lesson in military tactics here:

If you are going to war, you better be damn sure you are willing to use every means necessary to win that war. Saying we would not use Nukes is like shooting yourself in the foot. It restricts your options right up front and tells your enemy that there are certain things you won't do.

Every conflict we have been in since the invention of these weapons there use has been a possibility. Will they get used now? We damn sure hope not, but taking that off the table just weaks your position.

It is a smart move to make sure everyone knows where you stand, it is the right move.

Nope, Using nuclear weapons would be a violation of the protection of civilians in time of war as protected by the Geneva Conventions.
