In his bear state he can only Attack, and it only does 1 damage regardless of the attack power of the character.

How can you know so little? It may do only 1 damage, but the target has to make a fortitude save dc 784 (20+jesus's cleric spellcaster level) or be uterly destroyed. That kid isnt that uber.

No, any stats are null when Jesus or any other Trinity character is in bear state.

Thats only in edition 5.034. In edition 2.089, jesus beams are full power no matter what form the character has assumed.
