how long does it usually take changes to go from test to live?

Often depends on how stable the test server patch is. Sometimes they've gone live the day after, other times it takes a few extra days.

I actually like the hat stuff now. Its neat to see that you can have your outfit logo on the cap/beret.

I jumped ont he test server for my first time ever today to atleast get a character on. Then not realizing, i hit o to go to my player info and instead i get outfit info and the new button happens to be U.

It nocked me off for a bit trying to figure out which button opens up that window.
