Coloured Smoke

Does anyone Know what this is? I've notice they are also marked on the map with a smoke symbol.

It's something you can get through command certs, for leader-type people to use.

I assume they'd be used to do stuff like mark spots for various things in the local area, if you have an organised group, like "park the Sundie at the green smoke" etc.
