I used to get this, with added bonus when flying my Reaver. Eventually I'd get disconnected.

I managed to fix it however: My MSI laptop has a Turbo Boost function. When activated, I would get the aforementioned symptoms very often. As I mentioned with my Reaver, I would fly normally, but others watching me would see a Reaver flying backwards/sideways and warping all over the place.

Thinking about it though, the people/vehicles flying in the sky and all over the place might be related to my ping at the time. The Turbo Boost did definitely make my minimap go haywire, though.
It's a tough one to nail down, because some times it doesn't happen at all despite being in a huge battle. I've read probably all of the support forum posts on the issue and tried all the suggestion pertaining to my hardware (including the one you suggested), but the issue invariably occurs anyway. Or... it doesn't. lol... At least I haven't had the world flashing, game stopping bug since returning (though I haven't played much).

If the issue is latency related, I'd prefer to be booted out of the game with the message, "connection issue between client and server". At least I'd know that was the problem (and it may very well be).

well from what t ray was saying on a stream last night, they have already removed 100 meg of textures in the game....so we will see how that works

I'd say Friday Night Ops is getting a bit long in the tooth so they might have a small mention of it there to keep people interested.
Smeds did say more info this week so I'm not expecting much more than a bit of PR waffle like "its progressing well, thanks for being patient, we're listening, great community support...blah..blah...blah."

Last night T Ray said they will be working on optimizations for a while or maybe "quite a while", I don't recall exactly but that is what I expected and truthfully is something that will never be completely finished but things are going well. He also said we'd see some of it in GU15 but didn't say when that would be.

Clearing out/optimizing textures is always good. On a game I work on we ended up creating an entirely new texture library system to maximize performance.

The GU that's been teased "next week" for 3 weeks now. I'm pretty sure we won't even begin to see optimization til BF4 beta goes live... and this game's population takes a nosedive.

Expecting a Smeds update on Monday and more filler about it on the next CC.
I wouldn't be holding my breath for any GU's til the optimization is done.
