Not necessarily. First of all, not every soldier is going to pose with a weapon. His weapon could be off to the side. Chevrons are a designation of rank, and you can't see his collar because it's under the flak vest. And the sign says "LCPL" so that means he's a Lance Corporal, which is a US Marine Corps rank. Marines don't wear rank on their covers, I also don't believe they wear the branch insignia on combat covers such as the floppy hat, which is generic and goes to all branches (as opposed to their distinctive BDU cover).

Good conduct medals are given every third year of a tour, provided you don't have adverse actions (ie punishment) on your record. They are for being a good soldier, which is the same as "shit they give you in school for being a good child", more or less. Provided you're not a criminal or a constant fuck-up in the bad sense, you get one. Still no idea what that last award is, the two swords on the palm leaf. Is it a badge, or a medal? Medals have the ribbon material and then a metal dangly thing underneath. Badges are like the CIB or the Airborne qual-badge.
