I don't even think you can do it - the cap is set hardwareily (I made up a word!).

With a boradband connection, you can only go so fast, because of the bandwith caps. Remove them, and you go faster.

I've heard there is a way to do it without drawing attention from your ISP. You just have to keep it under a certain limit each month, provided you can find out what it is. Depending on your ISP you might get one or two big downloads a month at uber speeds. Not worth the risk.
