Just go find out what works out for the audience you're going after. Don't try to mold it after another forum; what works for one group may not work for another.
Tackle the issues as they come along.

Spammer? Stricter posting rules.

Flame Wars? Public warnings/bans to the parties involved. If the issue that started the flame war will most likely reoccur, deal with the issue head-on as soon as possible.

Nothing happens at the forums? Add gimmicks, advertise more, or close the forums down.

its a bit hard to ban people, when u dont have members....even if we had like...30 members, at least we'd have SOMETHING....i dunno its just a thread for "no rules" and anything else...Neotaku's a pretty lenient guy, but hes also on this forum and wanted some of you guys to join cuz he likes you guys. he thinks ur all funny lol

a few tips

-dont have a shitload of forums
-be really flexible with your rules, no one really wants to be part of your community, like SA, so you really cant demand anyone to follow your rules right off the bat
-cool titles

there r no rules really, there just space takers, i knwo most forums have em as locked stickys...hmph...anyway maybe i'll take em out, i just want a few good people from here just to post a bit, to get it started....maybe they'll like it...i do need 2 mods however
