Could be that it's a little of both. Maybe there is a base buried inside of their, with tons of urban buildings to provide something unique and different for the surrounding battles.
Bases span multiple hexes and each hex has to be captured, so if you have urban sprawl that extends beyond the borders of a base, you're gonna have to capture those urban environments as well if you hope to have much of a chance to cap the base. Look at that stuff jutting out of the cliff at the top of the screen. Are those more structures? And are those rocks underneath it, or massive supporting columns? Damn. We need a better shot of this, like that first clear shot we got of the AMP station before it was textured. That place looks anywhere from big to insanely massive. |

Try this:
Clear your mind of what you think the picture shows. Now imagine your a looking through a camera lense that skews your perspective and depth perception. The structure on the left continues across to the right, then connects back to the left. This is the base wall and its defensive structures. I'd wager that it's the shielded tower base we've been seeing. I maintain that Higby said it was a bio lab, but I can't be arsed to dig up his post. I'll find the picture though, back soon...
