It can fly only several meters high.

And the other one didn't get airborne, it's just a concept based on the Kalinin K-7 bomber which is much smaller and of which just 1 experimental aircraft has been built.

Its not airborne persay, it can only fly in ground effect. Normally when a plane flies it produces vortices and turbulence which destroy lift but because this flies so close the ground it pretty much stops these from forming. That drastically improves performance so long as you stay within a certain distance of the ground, if you took it above that height it would almost certainly come crashing to the ground or water in this case.

Thanks for the kudos - as my handle implies, I'm somewhat passionate about performance. It's not the only consideration, but it's something we're all keeping an eye on.

i would say its actually just "Draft 3" of the Milestone 1 document, if you look further up there is a "2nd Dr...." of the same, milestone 1 document.

to me, Milestone 1 would be Alpha, since that comes before beta... ?

MIlestones have nothing to do with Alpha, Beta or what not. You set Milestones to reach specific goals, to give your team a clear red line of what to do to reach milestone X.
They can set it up to reach Alpha, beta and what not, but i doub they would do that.
