Looks to me like that art is for the Chinese version of the game, going by the asian appearance of both the TR and NC guys.

If I'm right, it's interesting that they've made the VS guy look more westernised/black - maybe it's to emphasize that the VS are "different", and make them feel slightly alien to a Chinese audience.
