Reinforced will have to take regular ammunition. If AP worked better, or even half and half, then there wouldn't be a whole lot of reason to use normal ammo.
AP would be: Reinforced, MAX, Vehicles.
Leaving: Standard, Agile, Stealth...
Nobody will really be wearing standard, so don't need regular ammo for them.
People in Agile will be (by and large) wearing it so they can be pilots, so the opportunity to shoot at them at all will be minimal...plus the protection offered would make the wearer disinclined to enter into a firefight. And if you have the firepower to knock out their vehicle, their agile armor won't be much assistance if they manage to bail out.
Stealth armor looks to give about as much protection as wet toilet paper once your cover is blown.
Might as well just use AP on those guys, since they won't last long anyway...would save a ton of bother and time by not having to carry normal ammo at all.
Non-AP ammunition working most efficiently on reinforced armor is basically the justification for having Non-AP ammo in the first place. It also seems to me (from all of the I'm-not-in-beta sources I've looked through) that reinforced armor will be the most popular stuff to be in. Forcing people to make compromises in their equipment loadouts would seem to be a good thing, from a balance standpoint.
