Part of the team has only been back from China for like 7-8h now + jetlag + ....
Pretty sure that part of the team will take a day off, I know I would (like to).

The PS2 dev team consists of a whole lot more than the guys that do PR. The reason those guys do a whole lot of PR is because they don't do a whole lot of dev. So, jetlag on them being back and beta start is strictly circumstance from what I understand.

I'm not sure if this has been answered somewhere before, but does anyone know if Tech Testers get priority access to the beta, or will they have to get back in line as everyone else?

Hehe how very philosophical of you. Unless I am mistaken, the existence of a closed beta test isn't directly tied to one person's acceptance. Denial does not change reality for everyone else.

SOE has not specifically addressed how Tech Tester will transition into Beta, my gut thinks they will just continue to have access to the game.
