You don't need to buy it but you can play it.
It's f2p so all 40$ will do is give you some boosts when the game releases (we don't know when yet) and also a beta key straight-away.
If you must play it now there are beta keys available elsewhere, I believe PSU has a database somewhere.
Again if you do play the beta, remember that it is a proper beta not a demo of a finished game. The devs are still changing the way things work etc. although TBF they are getting closer week by week.
