Tank Grief

Are there going to be commands for tank drivers/owners to control who is in charge of his vehicles weapons. If any putz can just jump into the gunner chair, then is it not logical that a form of griefing would be to jump into the tank's turret and grief the driver by not shooting and essentially making his tank worthless. I mean does the driver have control over who sits in the gunner chair. I don't want to spend a ton of BEPs just to drive some newbie around that wants to fire the "Big Gun". This happened a lot in Infantry another sony MMOshooter.
